REGULAR MEETING                                                                                                           MAR. 17, 2008
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Palmer & Charette, L. Nicholls, and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN PALMER MOVED TO APPROVE THE MINUTES OF 3/3/08.  
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

PRESENT TO SPEAK
Selectman Charette commented there is a house for sale on Hancock Road, has any thought been given to buying that property?  He thought it might be good for the Town to own property near that corner.  Discussion followed on this.  The Town owns at least 49 acres at the Transfer Station so that house will not be looked at.

Sam Urbanski, Boy Scouts of America Troop 61 commented he is attending the meeting and reporting on it because he is working on his 1st class advancement.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn Nicholls commented they started sweeping, everything is up and running.  Lynn is checking prices for chip sealing, she is trying to get prices for the complete project, trucks, stone & traffic control and prices for Public Works not touching it.  The new compactor is working okay; it can take 5 days before it is full.  The recycling bin for electronics is set up, none of that is going in bulky waste.  Lynn commented there are lots of washouts and she wants to get the dirt roads graded.  Lynn commented she is back on GASB and the culverts.

INMATE PROGRAM
First Selectman Eldredge commented this is now called Public Service Workers, we ran these programs before and accomplished a lot.  Lynn commented at the OSHA training some other Public Works Directors said it was not worth it; you must have one person with a vehicle and they are tied up 3 hours just picking up and taking back and we do not have a vehicle for this.  First Selectman Eldredge commented we have to investigate this, ask the guys who would volunteer to do this.  Lynn commented I did; we have 3 full time employees and if you take one away I am left with 2.  Discussion on this and the 2 Transfer Station employees who work on Mon. and Tues. and community service people followed.  How this program was used years ago and what was

accomplished with it followed.  Lynn asked if we would be committed to have them every day and was told no.  Selectman Palmer commented we should try them a couple of times.  Selectman Charette commented if we can get someone to supervise them you could plan ahead for projects.  Lynn commented she will talk to the guys.  Ted Urbanski commented he works for a municipality and they use them year round but they have a full time employee and a part time employee supervising them.

CALL OF TOWN MEETING & PUBLIC HEARING
First Selectman Eldredge read the call of the Public Hearing & Town Meeting.
SELECTMAN CHARETTE MOVED TO HOLD THE FOLLOWING TOWN MEETING & PUBLIC HEARING.
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

The Board of Selectmen will hold a Public Hearing on March 26, 2008 at the TOWN HALL, 11 COMMON ROAD, Willington, at 7:00 P.M. for the following purpose:  

1.      Presentation and discussion of an Ordinance to Provide for Abatement of Real Property Taxes and the Execution of an Agreement, with Access Senior Housing of Willington, Inc. related to such tax abatement, for the senior housing project known as Willington Woods.

The electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters mentioned in the following warning are hereby warned and notified to meet in Town Meeting at the TOWN HALL at 11 COMMON ROAD in Willington on March 26, 2008 immediately following the 7:00 P.M. PUBLIC HEARING for the following purposes:

ITEM I
To see if the townspeople, on the recommendation of the Board of Selectmen, will approve an ordinance to provide for the abatement of real property taxes, and the execution of an agreement related to such tax abatement, for the senior housing project known as Willington Woods, 60 Old Farms Road, Willington, Connecticut.

ITEM II
To see if the townspeople, on the recommendation of the Board of Finance, will authorize the appropriation of $19,806 from the Capital Reserve Fund to replace three (3) pieces of equipment at the Hall Memorial School cafeteria.

Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $1,962.51 TO WELLS FARGO REAL ESTATE TAX SERVICES, LLC.
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

GOOD & WELFARE

Selectman Palmer commented from the Connecticut Association of Boards of Education, March is “Connecticut Board of Education Member Appreciation Month.”  This is a good opportunity to say “Thank You” for the time and effort board members devote to our district.  We would like to also extend a warm welcome home to Board of Education member Dave Tharp who just returned from his tour in Iraq.

Selectman Palmer also congratulated the Hall Memorial School Lady Falcons who won the girls basketball championship in the Northeast Middle School Athletic Conference.  It was a single point victory that went down to the final seconds of the game.  First Selectman Eldredge commented we will send a congratulations letter to them.

Selectman Palmer commented we would like to thank the Finance Department and Town Treasurer for all the work they have done on the budgets.  There have been seven Board of Finance budget meetings over the last six weeks.  The budget work is done without fanfare but is crucial to putting together the various department budgets that will be put before the town for approval.  We would like to just take a moment to express appreciation and recognition of the Finance Department’s professionalism and efforts.

Selectman Palmer reminded everyone about Region 19’s budget meeting on Tues. 3/25/08.  First Selectman Eldredge commented that increase has a big impact.

Selectman Charette commented welcome home to Dave Tharp and thanks.  Thanks also to all the people who showed up to welcome Dave home.  First Selectman Eldredge commented we will send a letter to Dave.

First Selectman Eldredge commented we have received letters about the speeding on Latham and Burt Latham Roads.  I have talked to Troop C about putting 3 way stop signs on that corner and they agree.  Discussion followed on this and the fact that people who obey the speed limit will stop and people who do not obey the speed limit will not stop.  The signs will go up and Troop C will be notified.
